Council Meeting Minutes – May 20, 2025

CALL TO ORDER

APPROVAL OF MEETING MINUTES
- April 15, 2025
Mr. St. Jacques Moved to approve the meeting minutes as presented. Mr. MacKay Seconded the motion. The motion passed unanimously.
REPORTS/ACTION ITEMS
City Councilmember Jim Cheney Replacement Appointment
Mayor Welch stated that Councilmember Jim Cheney recently resigned in order to accept a position as a Sanpete County Commissioner. He explained that his spot would need to be filled by Council appointment and the appointee would fulfill the rest of Jim Cheney’s term – which ends in 2027. Mayor Welch presented the list of appointment candidates and gave them each a chance to address the Council.
Mark Baldwin and Mike Ricks were the only appointment candidates present at the meeting. They both went before the Council to explain why they would be a good fit for the position. At the closing of their remarks, the City Council held a closed vote to appoint Jim Cheney’s replacement. Mike Ricks was appointed by majority vote. He was then sworn in and took his place on the dais with the other Council Members.
Approval of Library Board Members
Mr. MacKay presented the Council with a list of potential Library Advisory Board members and asked for the Council’s approval on these appointments.
Mr. MacKay moved to approve the discussed Library Advisory Board members. Mr. Anderson seconded the motion. The motion passed unanimously.
Public Hearing // Presentation and Approval of 2024-2025 FY Amended Budget
Mayor Welch opened the public hearing at 7:53PM. Hearing no public comments, he closed the public hearing and turned the item back to the City Council for further discussion.
Mr. Nelson then ran through the suggested amendments to the 2024-2025 FY budget. They consisted of small clerical corrections and adjustments in wages for multiple departments.
Mr. St. Jacques moved to amend the FY 2024-2025 Budget. Mr. Anderson seconded the motion. The motion passed unanimously.
Public Hearing // Presentation and Approval of 2025-2026 FY Draft Budget
Mayor Welch opened the public hearing at 7:59PM. Hearing no public comments, he closed the public hearing and turned the item back to the City Council for further discussion.
Mr. Nelson presented the FY 2025-2026 Draft Budget to the Council and ran through notable changes. He stated that changes to the budget are small and he expects it to be a standard financial year.
Mr. MacKay moved to approve the Draft FY 2025-2026 Budget. Mr. Anderson seconded the motion. The motion passed unanimously.
Pioneer Days Event Planning and Updates
The City Council went over the upcoming Pioneer Days events and generally discussed their operation plans. They agreed to raise Demolition Derby ticket prices to $20 each and change all Rodeo ticket prices to $10.
APPROVAL OF VOUCHERS
Ms. Anderson moved to approve the vouchers as presented. Mr. St. Jacques seconded the motion. The motion passed unanimously.
ADJOURN
Mr. Ricks moved to adjourn the meeting. The motion passed unanimously.
The meeting adjourned at 8:23 pm.
